The availability of new information and communication technologies highlights the potential contribution of distance education to widen access to education at all levels, to overcome geographical distances, to multiply training opportunities, and to empower teachers and learners through access to information and innovative learning strategies, both face-to-face teaching in the classroom, from a distance and in non-formal and informal settings.
